The Universe functions beyond your calculations. Nothing is permanent in the Universe and everything is moving. The Earth's position, relative to the zodiac on the sky, which has been fixed by the Astrologers some 2,000 years ago, has been changed by about 30 degrees or one whole month. Moreover, the Earth does have an extra way of motion, called Axial precession, which is caused by the gravitational forces of the Sun and the Moon. It appears that you perceive nothing in the actual present. What you call 'the present' is built out of the integration of many past steps. The flow of time is the succession of these integrations, disjointed but appearing to be continuous. The basic principle is whenever you see an object, you actually see it when the light rays coming from it, are converted into electric signals and the brain turns the signals into the images you see. The process takes some time and it actually makes your vision past. 

How it evolved: Humans always looked up at the stars and attempted to calculate or predict events in life and it does have a long history. Farmers calculated a calendar out of the skies in the past. Travelers used the skies to seek directions and calculated celestial navigation by following stars. Moving on, astrologers started doing their calculations and forecasting based on where the planets and the Sun are in relation to the 12 signs. It appears that most of the astrological calculations are not based on the changed position of planets and stars.
